Dr. Fletcher Tembo
Dr. Fletcher Tembo is a seasoned expert based in both the United Kingdom and Malawi, with over 20 years of experience specializing in the application of Political Economy Analysis in public service provision. His skills are in integrating traditional evaluation methods with learning-driven tools such as Developmental Evaluation, Outcome Mapping, and Outcome Harvesting, while also building Communities of Practice. His PhD was awarded at Reading University in the United Kingdom.
In the past two years, Fletcher has served as a Senior Problem-Driven Iterative Adaptation (PDIA) Advisor for the USAID-funded Governance for Solutions program in Malawi, applying local solutions to addressing governance challenges. He also led governance initiatives as an Adviser for a program funded by the UK’s Foreign, Commonwealth & Development Office in Malawi aimed at improving economic growth and public service provision through enhanced transparency and accountability.
Fletcher was the Executive Director of Making All Voices Count, a global, multi-donor initiative that supported local organizations to draw on their local knowledge to use technology to strengthen accountable governance in working with their governments. He served as a Senior Research Fellow at the Overseas Development Institute. He has published numerous journal articles, policy papers, and book chapters, and is the sole author of the book Participation, Negotiation and Poverty: Encountering the Power of Images.
